No person shall place or maintain any awning, marquee, shade or frame for the same,
or any sign or signboard so as to project into or overhang any street or sidewalk
without written permission from the city council, which may be revoked at any time,
nor unless the same is so located and constructed as not to interfere with travelers,
and so that the lowest part of such fixed awning, marquee, shade or frame shall in
no case be less than nine feet above the sidewalk, and the lowest part of any fixed
sign or signboard not less than nine feet above the sidewalk.
