§ 8.04.026. Separation and collection of recyclables.

  • In order to implement a regular program for curbside recycling in conjunction with regular trash collection, residents of every household using the municipal trash collection services are required to separate newsprint, corrugated cardboard, aluminum, steel and tin cans, plastic containers (No. 1 and No. 2 clear, natural and colored), and glass containers made of clear, green or brown glass from the regular waste material before depositing same for collection.

    The aforementioned recyclable materials shall be prepared in the following manner and placed in a recycling container at curbside in accordance with a collection schedule established by the superintendent of public works:

    A.

    Newspaper. Newspapers must be placed in a paper (not plastic) bag or tied and placed on top of or beside the recycling container.

    B.

    Glass. All clear and colored glass bottles and jars must have all metal and plastic lids, rings and wrappings removed.

    C.

    Plastic Containers. All No. 1 and No. 2 plastic containers must be rinsed clean and all metal or plastic caps and rings must be removed.

    D.

    Metal Containers. All steel and mixed metal cans must be rinsed clean with labels removed.

    E.

    Aluminum Cans. All deposit and nondeposit aluminum cans must be rinsed clean with labels removed.

    F.

    Corrugated Cardboard. Heavy cardboard must be flattened and tied in sheets no longer than two and one-half feet by three feet.

    G.

    Antiscavenging Provision. It is unlawful for any person to remove any recyclable materials from the curbside in the city unless prior authorization is received from the superintendent of public works. Violation of said ordinance shall be punishable by a fine of one hundred dollars.

    H.

    Enforcement. If no separation takes place, the municipal waste collection contractor will not pick up the material and the household will be granted a twenty-four hour period to remove the material from the curb or suffer a fine of twenty-five dollars for the first offense; fifty dollars for the second offense and not more than three hundred dollars per each additional offense. Each additional day shall mark a separate offense.
